	"plain_text": "APT Groups and Operations\r\nTopic Comment\r\nMotive Cyber security companies and Antivirus vendors use different names for the same threat\r\nactors and often refer to the reports and group names of each other. However, it is a\r\ndifficult task to keep track of the different names and naming schemes. I wanted to create\r\na reference that answers questions like \"I read a report about the 'Tsar Team', is there\r\nanother name for that group?\" or \"Attackers used 'China Chopper' webshell, which of the\r\nAPT groups did use that shell too?\" or \"Did he just say 'NetTraveler'? So, does he talk\r\nabout Chinese or Russian attackers?\"\r\nHints - Each active country / region has its own tab\r\n- The \"Other\" tab contains actors from certain regions not covered by the main tabs\r\n- The \"Unknown\" tab is used for groups and operations with no attribution\r\n- Cells with overlaps are highlighted in gray - overlaps are no error per se but necessary to\r\nvisualize that groups tracked by one vendor are divided into two different groups by\r\nanother vendor\r\nDisclaimer Attribution is a very complex issue. This list is an intent to map together the findings of\r\ndifferent vendors and is not a reliable source. Most of the mappings rely on the findings in\r\na single incident analysis. Groups often change their toolsets or exchange them with other\r\ngroups. This makes attribution of certain operations extremely difficult. However, we\r\ndecided that even an uncertain mapping is better than no mapping at all. Be aware that\r\ninformation published here may be wrong, quickly outdated, or may change based on\r\nevolving information.\r\nPeople tend to comment on the sheet. Sometimes they add threat intel that isn't\r\nTLP:WHITE but taken from some fee-based platform. Please let me know if confidential\r\ninformation has been disclosed.\r\nKnown Issues - Groups named after the malware (families) they've used\r\n- Groups named after a certain operation\r\n- Lists / tables are not normalized to allow a better overview by avoiding too many\r\nspreadsheets\r\n- Some groups have now been discovered to be \"umbrella\" terms for sub-groups.
